आपदा और आपातकाल की वास्तविकता

आपदा एक ऐसी स्थिति होती है जिसमे आपातकाल की जरुरत हो जाती है| दुनिया में कही ना कही कोई ना कोई आपदा देखने को मिल जाती है| या कभी तो आपदा प्रकृति रूप से आकर इंसानों को आपातकाल की स्थिति में ले जाती है तो कभी स्वयं इन्सान आपदा की स्थिति अपने लिए बना लेता है जिसमे आपातकाल की इंसानों को बचने का काम करती है|

 

आपदा एक ऐसा शब्द है जिसमे इंसानों के जीवन पर खतरा बन जाता है| जो नुकसान के सिवाऐ और कुछ नहीं दिखाती। आपदा में इन्सान अपने जीवन को जोखिम में डालकर दुसरो का जीवन भी बचाता है, आपदा आने के कई सारे प्रकृति रास्ते है| धरती, आकाश, वायु, अग्नि, समुन्द्र जिसमे समय समय पर आपदा आती रहती है। जो समय अनुसार अपनी दस्तक देकर पृथ्वी पर आपातकाल की स्थिति को लाती है|

 

आपातकाल किसी देश के सविधान में उल्लेखित एक सवैधानिक उपबन्ध होता है, जिसके अंतर्गत कोई सरकार देश पर आये किसी संकट या संभावित संकट के नाम पर देश में लागू करती है| आपातकाल में नागरिको के अधिकार सीमित कर दिए जाते है| कभी कभी देश या राज्य में आपातकाल एक ऐसी स्थिति होती है जिसमे इन्सान एक दुसरे की मदद के आलावा और कुछ नहीं कर सकता आपातकाल भी ऐसी स्थिति में लगाया जाता है जिसमे ये समझा जाये की इन्सान के जीवन पर खतरा है| और उसको बचाने के लिए आपातकाल की जरूरत हो| दुनिया में बहुत जगह समय समय पर आपातकाल लगाया जा चूका है| जो इन्सान को एक ऐसा सन्देश देता है जिसमे जीवन का महत्व सबसे ज्यादा समझा जाता है|

आपदा और आपातकाल का विचार

आपदा और आपातकाल का विचार इन्सान अपनी सुरक्षा को लेकर ही करता आया है। आपदा के विचार को समझे तो दुनिया में बहुत सी जगह है, जहाँ आपदा अपनी दस्तक दे रही होती है। आपदा का एक बहुत लम्बा इतिहास रहा है जो इन्सान के लिए समझने वाले सबक की तरह काम करते है। भूतकाल में भी आपदा ने एक पूरी की पूरी सभ्यता को नष्ट कर दिया था और वर्तमान में भी कभी कभी आपदा इतना भयानक रूप धारण कर लेती है, जिसमे इन्सान की सुरक्षा धरी की धरी रह जाती है| आपदा के समय उस जगह आपातकाल जैसी  स्थिति बना दी जाती है ताकि आपदा में होने वाली जोखिम और क्षति से बचा जा सके|

 

आपातकाल सवैधानिक रूप से उल्लेखित उपबंध है, जिसको सरकारे कई राजनितिक और सामाजिक गतिविधियों पर अंकुश लगा दिया जाता है। ऐसे स्थिति किसी देश पर छाये संकट का हवाला देकर या आने वाले किसी संकट का हवाला देकर सरकार द्वारा किया जाता है। आपातकाल आपदा की तरह होने वाली कोई क्रिया नहीं है, जिसको बार बार लागू किया जा सके। आपातकाल बहुत कम ही लगाया जाता है। सरकारे कभी कभी शक्ति प्रदर्शन और अपने विरोधियो को दबाने के लिए आपातकाल का सहारा लेती है|

 

आपातकाल के लिए उस स्थिति को समझा जाता है, जो आपातकाल के लिए मानी जाती है। आपातकाल उस जगह के लिए महत्वपूर्ण बन जाता है, जहाँ आपदा जैसी स्थिति बन जाती है। आपातकाल, अलग अलग देश अपने अपने हिसाब से लगाते है। कुछ आपातकाल, कुछ समय के लिए लगाया जाता है तो कुछ जगह आपातकाल बहुत समय के लिए लगाया जाता है| आपातकाल हमेशा इन्सान को उस स्थिति के बाहर निकालती है, जिसमे किसी का जीवन बचाने की भरपूर कोशिश की जाती हो|

 

आपदा खतरनाक होती है

आपदा की वास्तविकता इन्सान को एक ऐसी स्थिति में ले जाती है, जिसमे इन्सान अपने जीवन के बचने की पूरी कोशिश करता है। दुनिया में बहुत सी जगह है, जहाँ आपदा आई और इंसानी जीवन के लिए मुसीबत बन गई। आपदा का कोई सन्देश नहीं होता, वो बिना बताये ही कही पर भी अपनी दस्तक दे देती है| 

आज इंसानों ने बहुत से उपकरण बना लिए है, जो आने वाली आपदा को पहले ही बताने की कोशिश करते है। लेकिन अभी तक कोई ऐसा उपकरण नहीं बना है, जिसमे ये बताया जाये की किस आपदा में कितना नुकसान इन्सान को उठाना पड़ेगा|

आपातकाल 

आपातकाल की स्थिति को कई तरीको से इंसानों ने दिखाया है। आपातकाल एक ऐसी स्थिति होती है, जिसमे ये समझा जाता है की जीवन को बचाने के लिए आपातकाल की जरूरत समझी जाती है। आपातकाल कई बार आपदा के लिए लगाया जाता है, तो कई बार देश से बाहरी आक्रमणों से बचने के लिए लगाया जाता है| कई बार देश में ग्रहयुद्ध जैसे हालत बन जाते है, तब भी आपातकाल लगाया जा सकता है| जिसमे खतरा ही खतरा इन्सान के सामने लगता हो, होता है|

निष्कर्ष

आपदा अकसर आती रहती है, जिसको आपदा संकट के समय आपदा सुरक्षा कर्मियों द्वारा कम किया जाता है| और आपातकाल के उपबंध में देखा जा सकता है की आपातकाल किस स्थिति पर लगाया गया है|
